firstly, the said instruction is for Point 2, not 3 I suppose. the mechanism presented in the instruction adds backports (for wheezy) repository and changes pinning (backported packages over point ones). so it doesn't work for Point 3. there is no debian-backports package/script. if you want to upgrade you should find repository with mate and add it to sources.list file. then update and dist-upgrade all (the procedure is slightly different for backports without pinning).
Point 3 is rather old one (mate 1.6 was the newest at the time) and only first beta for testing. as far as I know Peter is working on the newer version, so if you do not mind, wait a while.
going back to mate I think 1.4 is the best version, or at least the number of bugs is much lower than in newer versions. I must say I haven't seen the newest mate in any other distro working properly as a whole. always something is not working or malfunctioning - x-windows, mozzo, bluetooth etc.
