Default volume at maximum. How to change it?

Hello again :)
Can you, please, help me how to set the default volume lower? By default its at maximum. I use Jitsi (VOIP client) extensively to call other phones and I have problems with the sound. It's choppy and even if I turn down the volume, it jumps up again when I make a new call.

Looks like a sound driver bug. Could you please post output of 'sudo lshw -class sound'?
