I believe I found a fix for the IcedTea Web Control Panel problem.

The icon points to an incorrect symbolic link pointing to Java 7 instead of Java 6 which is installed.

First I tried running is from the command line and listed the various symbolic links when it failed. This is the output:

~$ /usr/bin/itweb-settings
/usr/bin/itweb-settings: 24: /usr/bin/itweb-settings: /usr/lib/jvm/java-7-openjdk-amd64/jre/bin/java: not found

~$ ls -l /usr/bin/itweb-settings
lrwxrwxrwx 1 root root 32 Jun 12 2013 /usr/bin/itweb-settings -> /etc/alternatives/itweb-settings

~$ ls -l /etc/alternatives/itweb-settings
lrwxrwxrwx 1 root root 56 Jun 12 2013 /etc/alternatives/itweb-settings -> /usr/lib/jvm/java-7-openjdk-amd64/jre/bin/itweb-settings

~$ ls -l /usr/lib/jvm/java-7-openjdk-amd64/jre/bin/itweb-settings
-rwxr-xr-x 1 root root 1138 Oct 2 11:20 /usr/lib/jvm/java-7-openjdk-amd64/jre/bin/itweb-settings

After some searching on Google, I found this web page:

I ran this command:

sudo update-alternatives --get-selections | grep -i openjdk

It listed several alternatives values, but only two pointed to Java 7.

The following commands allow the values to be changed to use Java 6 instead of Java 7.

sudo update-alternatives --config itweb-settings
sudo update-alternatives --config javaws

Those commands allow the user to type a selection number. I selected "1" for the Java 6 value on my system.

This is the man page for the update-alternatives command:
